At that time republicans proposed a true repeal and KNOWING it would die in the senate, they all voted for it almost unanimously. It gave them cover and re-election fodder for 2016.
I predict that if it passes today it will do so for the same reason: except this time the House republicans are counting on the Senate republicans to give them cover and vote to stop it.
